Selling the Hayati Halloween Edition? 5 Rules That Change on 29 October

Halloween Week Comes With New Rules This Year

The Hayati Halloween Edition is on shelves, and Halloween week is usually a busy one for most shops. This year there's a twist. On 29 October 2026, just two days before Halloween, a new set of UK vape rules comes into force.

They come from the Tobacco and Vapes Act 2026, and they change who you can sell to and how you can promote what's on your shelf. That includes every Halloween vape UK shops are selling this month.

This guide covers the five changes in plain words, plus a short checklist to get your shop ready in time. If you haven't seen the product yet, start with our post on the Hayati Pro Max+ Halloween Limited Edition.

5 Things That Change on 29 October

1. The 18+ rule now covers every vaping product

Until now, in England, Wales and Northern Ireland, the age limit only applied to nicotine vapes. From 29 October, it covers every vaping and nicotine product. That means zero-nicotine vapes, e-liquids, coils and every pod, as well as nicotine pouches.

So if your Halloween vape UK sales include a zero-nicotine flavour, the same age check applies. Before you make a sale, you must be satisfied the customer is 18 or over, and customers should expect to show ID if they're asked.

2. Buying for someone under 18 is an offence

It will also be an offence for an adult to buy, or try to buy, a vaping product for someone under 18. Halloween brings groups of teenagers into shops, often with one older friend coming in while the rest wait outside. If your staff think that's what's going on, they should refuse the sale.

3. No more free gifts or giveaways

From 29 October, you can't give away a vaping or nicotine product, or a coupon for one, to promote it. That covers free samples, a free pod with a kit, and even a free charger with vape branding on it. It applies in store, online and through third parties.

So "buy a Halloween Edition kit, get a pod free" is out. So are trick-or-treat style freebies and lucky dips at the till.

4. No big promotional discounts (normal ones are fine)

Selling at a substantial discount to promote a product is now an offence too. The government's own example is selling a vape for a token amount like 10p. A "Halloween 99p deal" would sit in the same risky area.

The good news is that normal pricing still works. You can still reduce unsold stock as part of normal business, and trade and bulk discounts still apply. Marking down leftover Halloween Edition stock in November is fine.

5. The fines are real

Selling to someone under 18, giving products away or running a deep promo discount can each lead to a £200 fixed penalty notice in England, Wales and Scotland. If a case goes to court, an underage sale can mean a fine of up to £2,500, and giveaway or discount offences can bring bigger fines or even prison.

In England and Wales, three offences within two years can get a shop banned from selling these products for up to 12 months.

Getting Your Shop Ready for Halloween Week

A little prep now saves a lot of stress later. Here's a simple checklist:

•       Brief your staff before 29 October. Make sure everyone knows the 18+ rule now covers zero-nicotine vapes and pouches too. Include anyone covering extra shifts over Halloween and Christmas.

•       Ask for masks to come down. Costumes and face paint make age hard to judge. If you can't tell, ask the customer to lower a mask or hood, and ask for ID.

•       Check the date of birth, not just the photo. It only takes a second and it's the part people most often skip.

•       Keep a refusals log. Write down every refused sale with the date and time. It shows you take age checks seriously.

•       Clear out old offers. Take down any free-gift or "tiny price" offers before the 29th.

•       Keep the display grown-up. Put the Hayati Pro Max Halloween Edition with the rest of your Pro Max+ range, away from sweets, toys and costumes.

One more date worth knowing. The government plans to end vape advertising and sponsorship from 1 June 2027. This Halloween is a good time to start thinking about how you'll promote your vape range next year.

Stocking Up for Halloween the Right Way

The new rules change how you promote, not what you can sell. The Hayati Halloween Edition is still a strong limited edition vape for the season, and it sits nicely next to your everyday Hayati pod kits.

Global Bargain is an authorised Hayati distributor and UK vape wholesaler. As a UK B2B wholesale supplier, we sell only to verified UK retailers and trade customers. Our Hayati wholesale UK range covers:

•       Hayati Pro Max wholesale kits and pods, including seasonal editions

•       Hayati Pro Ultra wholesale for your heavier vapers

•       Replacement pods, so customers keep coming back for their favourite flavour

•       Nicotine pouches, which now need the same 18+ check

For Halloween Edition wholesale UK orders, register for a trade account to see trade prices and current stock. Ordering your Hayati wholesale UK stock early also gives you time to brief staff before the 29th. Need a larger order? Visit our bulk orders page or get in touch with our team.

Halloween Week Scenarios: What Would You Do?

Rules are more easily recalled if your team has practised them. Run through these three scenarios with your staff before 29 October.

The costume customer. Someone in full face paint asks for a Halloween Edition kit and you cannot see their age. Ask them to remove their mask and show ID. If they do not have ID, do not sell them a kit, no matter how long the queue is.

The friend waiting outside. A customer collects three kits, mentions their friends are waiting and keeps looking towards the exit. This could be a sale on behalf of someone under 18. Refuse the sale, and record it in your refusals log.

The loyalty card. Your 'buy nine pods, get the tenth free' scheme may count as a free gift under the new rules. Stop the scheme before the 29th, and consult your local Trading Standards team if you are unsure.

Masks are part of the fun, but the 18+ ID check still applies: always ask customers to remove costumes so you can verify their age.

Frequently Asked Questions

Do the new rules apply to zero-nicotine vapes?

Yes. From 29 October 2026, all vaping products are 18+, whether they contain nicotine or not. That includes devices, e-liquids and pods.

Can I still run a Halloween offer on the Hayati Halloween Edition?

You can use normal pricing and normal trade or bulk discounts. What you can't do is give products away, hand out free coupons or sell at a token price to promote them.

Do the rules cover nicotine pouches too?

Yes. Nicotine pouches, strips and pearls all come under the same 18+ rule, along with the same ban on free giveaways and big promotional discounts.

Where can I buy Halloween Edition Hayati UK stock wholesale?

Verified UK retailers can order through Global Bargain's B2B wholesale UK service, which carries our full Hayati UK wholesale range. Open a trade account to check current Halloween Edition stock and trade prices.
